White smoke usually indicates water is getting into the combustion chamber due to (hopefully only) a damaged head gasket. This can also cause the loss of power resulting in heavier fuel consumpion.

Are you doing loads of short journeys - this could well account for the poor fuel economy. Is the coolant level dropping as well?
