Q 1 What is the best home made / grocery store fluid to clean rust from
water passages on engine block and rust stains on unreachable spots ( like rad overflow tank ) and not harmimg the radiator ??,

Q 2 What would be the problem with throttle setting if on bliping the rpm rises up to a point ( say 2000 ) and stays for some 3-5 sec after that rpm reduces comes to idle. ??

Hi and welcome. Are we talking about internal rust in the engine block? If so flush through with water. (top up run engine then drain and repeat - try to avoid letting the engine overheat.) Then when the water is running through clean top up with a good brand of antifreeze which has anti corrosion properties in it.
