My windscreen and most other local windscreens are covered with some sort of slimy residue and grease.
It could be salt from the sea air but it seems to cause streaks and makes a real mess of visibility.
I followed a car today, and with the low sun they couldn't see a thing. They slowed down and were over hesitant but still managed to drive over a kerb and cross the white line a few times. For the cost of a new wiper blade people are willing to risk theirs and others lives.
Is your windscreen unusually greasy?
